Animated .GIF w/ Stills

I would to make a certain picture. It would involve an animated .gif with a still pic.

In example: I would like a picture of me (the still picture) looking like my hand is on fire (animated .gif), with the fire moving.

Whats the best way to do this if there is a way.

Separate images for each is the usual way of doing it.Just slice up the overall image and apply animation to the one piece.

PhotoShop or its companion Image Ready are a good choice.

Alternatively you may have a look at GIMP (www.gimp.org). But any newer image manipulation software able to handle GIF animations will do this job as well.
