Is there a javascript that automatically loads the Acrobat plug-in for a user who is trying to read a PDF but doesn't have the browser plug-in?

And what makes you think that users would want you to install some foreign program on their computers? To protect users from the likes of yourself, JavaScript cannot do things like that. All of the other web authors simply post a link to the plugin, as required by 1194.21(m) (http://www.access-board.gov/sec508/guide/1194.22.htm#(m)) if that applies to you.
