The answer is READ... ALOT. PHP combined with MySQL is a powerhouse that can create and sustain amazingly dynamic websites. Install your PHP and MySQL and then read the PHP Manual (http://www.php.net/manual/en/) and the MySQL Documentation (http://dev.mysql.com/doc/). Good luck.
