There are GNU programs for making forums, like PunBB.

As I said before don't bother trying to develop a whole forum from scratch. Just install a pre-existing forum.
Email me with exactly what you want and I'll send a you a quote of how much it will cost me to set up for you.

Exenditure really depends on how big your forum is going to be, where its going to be hosted, what its going to be called and whether you're making it from scratch, paying some to make it from scratch, buying a current solution or using a free solution.
Very rough costs.
You will need to buy a domain name.
- As little as £8 for two years.
You will need hosting (with asp or php support)
- As little as £20 a year.
You will need some software.
- Could be free if you use a free solution such as phpBB or SMF.
You will need the time to setup the forum.
- Could be free if you do it yourself.

This forum is based on VBulletin, its not opensource so you'll have to pay for the source, but then you can modify it as far as i know.

You can use vBulletin to the same features, but you probably won't be able to get exactly the same look.
vBulletin costs:
£91.00 - Permanent license (with 1 years updates)
£48.00 - One year license (with 1 years updates)
Domain name costs:
- As little as £8 for two years.
Hosting (php support) costs:
- As little as £20 a year.
So you're looking at least £77 start-up costs (if you set it all up yourself).
That's about $150
