How do I make tabs like PayPal.com, that resize upon the user resizing the browsers text size?

This is the third time in 48 hours that you're asking how to make tabs. Every time another design. And every time without you seemingly having done anything yourself. Don't you think it is about time you start studying CSS and tabs making in particular?
In a previous response, others have already given you the link to tutorials on the matter. I suggest you work yourself through those, and come back if you have any finetuning problems.
