problem with DW layers

I am a new dreamweaver 8 user. i am trying to enter text over an image on m site (not uploaded yet) and am using the insert - Insert layer tool. I place the layer where i want the text to appear but when i preview the webpage the text in the layer moves to the very top left of the page (no matter where the layer is placed)

I am sure i am doing something very simple very wrong.

Anyones help would be very appreciated

Are you aware of whether or not you're set up to have nested layers?

Are you allowing layers to overlap?

I have checked in Edit - Preferences - Layers Tab and nesting is unticked and in the layers tab in the CSS window the prevent overlapping box is unticked. which i why i cannot understand why it will not work.

dont know if it makes a difference but we are using tables to format the layout and there are no other layers on the page. prob does not make a difference but maybe it will help
