Just wondering if anybody new of a manual on new elements that are supposed to be implemented in CSS3 or something along those lines. I've been developing websites now for a little while and am very comfortable in using CSS, but I don't want to get left behind when new features come out. Any links would be a great help.

Don't worry about commenting on what CSS3 elements, if any, are supported by what browsers, I'll get that on my own as I come across the problems, I am just wondering what the new features might be? and when a final CSS3 set of rules will be published. Thanks.

CSS3 is not a recommendation yet, so some things may or may not change. It may seem confusing too, but CSS3 has been modularized, but the page I linked to has links to specific "modules" of CSS. The modularity is more logical than it is actual.
