Layer appearing below selects

Hi, I have a movable layer on my page. The problem I am having is that when it is moved to where there is a select menu in IE the layer apears below the select even if the z-index of the layer is set to the top and all form elements are set to the bottom. I have heard that this is because they are considered "window controls" and my layer can therefore not apear above them.
Does anyone know of a botch for this?
