Quick Fix: Directory Listing?

I have a client that wants to be able and post files for client downloads via his website, but he doesn't want his clients to have to use FTP. So, for a quick fix, I wanted to setup a directory on his site where he can upload files and his clients can get them by visiting a www.site.com/folder and they can view/download the contents of the folder like you would see in a directory listing.

The only problem is that my hosting company does not allow directory hosting. Does anyone know a WINDOWS work around?

Maybe indexes are turned off by default but available if you explicitly enable them.
