Large web area with zoom and direction arrows

I'm looking into creating large web area with zoom and direction arrows, similar to any mapping sites but without the maps. How easy is that to make and what language would you use? Ajax, Java,...?

You could do it with Javascript in the browser or Java in an applet in the browser.
