Rating picture code

I am looking for anyone that could help me with a code for rating pictures on a 1-10 scale, or 5 star scale type format. Kind of like "HOTORNOT.COM" but better looking if possible.

I basically wanna have a page where people can upload their pics, and after doing so their pic is in the "rotation" of pics people vote on.

'vote to promote' -type software, like DIGG or STUMBLE?

You'll probably want to get a pre-canned software, something like:
