I am in the process of converting a static local government site into a dynamic site using some sort of open source CMS. Which CMS do you guys think would be best for a small local gov site that a none techi can maintain?

I would rather say you will start with defining what functionalities you will want to include and then find the CMS which provides all of them

its not too difficult to roll your own with php/perl and mysql

The main functionality I am looking for is,
1. Post news articles
2. Update PDFS
3. Newsletter
4. Image gallery
5. Email forms
6. Easy to maintain menu systems
7. Easy to add custom code like, flash video player scripts, Javascripts, gallery, subscription enrollment.
