A good Third Party Resource i've found is www.beginners.co.uk. They've recently starting charging for their tutorials, but they still have some good free content for those trying to get a basic idea. Photoshop is listed as one of their categories, among other things. :)

A good place to check would the the Team Photoshop (http://www.teamphotoshop.com/forum/index.php) forum. Cripes, they have lots of members who know everything about PS. Need to spend some more time over there myself. ;)
