Are borders/frames possible on webpages... I don't think they are... but I could be wrong.

Do you mean a border like the single px grey line on this page:

or borders on a table-based or frameset website?

The former: absolutely possible.
The latter: absolutely possibe, yet highly frowned upon, simply because building websites in either tables or frames has really gone the way of the Dodo, thanks to CSS and Server-Side or scripting languages for dynamic websites.
