Scrolling Text Boxes over and Image?

Hi! Just got Dreamweaver and am trying to do something relatively simple but am looking for the best and easiest way to get it done. I want to have a simple image on the page (not a background image) with two text boxes with scrolling capability "stuck" on the image. An example is at the website for the band Muse:

See how on the right there are two text boxes that have scrolling capability? That's all I want to do but I don't want to use Flash to get it. Any ideas?

The scrolling boxes are easy enough, but why can't the image be a background image?
