Simple Database Website

I need to design a simple database website, so I was wondering if someone could point me in the right direction. I don't have hardly any experience with database's, a little with MS Access. I need to create a website where users can create an account, log in, post a shipment record with like 6 forms they can fill out, be able to review all the shipment records on file, and have something where someone can okay that the shipment was recieved. It sounds fairly simple in words but I'm not sure how it is in code. I have a pretty good understanding of HTML and CSS.
