In flash when you are starting a new file

If you select File>New A window pops up. In that window there are two tabs. "General" and "Templates"

If you select "templates"... my flash (I'm using CS3) has a selection of templates by category. For example there is Photo Slideshows. But there is only one template in that category as is. Its called Modern Photo Slideshow.

I'm very new at flash... so could someone give me a brief description of how to use these templates..

Also, where I can get more templates for the slideshow category? Any suggestions? Free templates would be a plus but I would definitely appreciate all sources.

You'd probably be better off checking out the Adobe site for tutorials. Here's one on the slideshow in particular:

are the templates from templatemonster.com the same concept as the templates that came with flash? are there any cheaper alternatives?

Templates from sites like that tend to be a bit more advanced, but yes - it's the same idea. You just edit and import your own content.

Just do a google search for flash templates and you'll see lots of choices.
