Domain Dilema

When you a have domain registered on a site and it provides mysqladmin, do you strictly have to use that or can you use your own downloaded version and apply the information to it (password, name, host etc)? And also use that information for the database connection

Well it sounds like it could work however, I would assume that your computer would have to be on and hooked up to the internet the whole time as it would have to act like a server. Maybe if you installed apache onto your computer as well it could be possible.
