I have a web site that the customer can switch backgrounds and so on. Their choices are stored in cookies sot he site retains the look when they come back. I was just wondering though, does anyone know how many people disable cookies?

Personally, I disable only 3rd-party cookies. I don't know about the general population, but I would imagine only the super paranoid and teenagers tying to hide their visits to porn sites from their parents would have a complete ban on cookies.

most people will leave it to the browser, and most browsers allow first party and disable third party cookies, I can't say anything other than a majority though, where possible don't require them, but you can assume that most people will have them.

I've set my Firefox to ask me each time and deny about 95% of the sites trying to place cookies. It's set to remember my choices for each cookie. Do not have problems with it as only sites I frequent or use often have permanent acceptance.
Same with the control over JavaScript per site. Some are denied permanently, others are allowed temporarily and some are set to "Untrusted" period.
To each his/her own.
