Mouseover Effect on Parts of an Image?

Is there a way I can use mouseover effects on certain parts of an image, separately? I have a graphic, that includes different buttons actually on the graphic, but I need to apply some sort of effect to each button on the same graphic when moused over... ???

Or you can create a flash object.

Wouldn't an image map also be of use? There are freeware programs out there that you could use to do so, if not very good at them.
