Help needed on Frames Topic!!!!!!!!

we have divided a screen into three frames one row at the top and two columns below that. when we resize the IE diagonally the frames overlap each other. pls provide us with a solution ASAP

First off, you shouldn't use frames - these cause many accessibility problems. But frames would not normally behave this way - would need to see a link to the site in question.
