what would you want to do with your graphics program?
I would recommend Iview (http://www.irfanview.com/) as its free and designed well.
If your looking for something more powerful then I would say Adobe Photoshop from a question I asked (http://forums.webdeveloper.com/showthread.php?s=&threadid=17892) earlyer on this forum.

Photoshop is the best image editing software for pixel graphics and Illustrator is one of the vector graphic softwares for creating vector graphics. You need both of them if working with the terms "graphic"
