Anchor Links on ASP page (a simple one...I think)

I am trying to create a link to an ASP page that goes directly to an HTML anchor on that page. Can someone tell me why this does not work.

The page is....
invitation.asp?pagetype=CUSTOMPAGE&CustomPageid=/191523

I tryed to link to
invitation.asp?pagetype=CUSTOMPAGE&CustomPageid=/191523#test

Should i be referencing the HTML anchor differently?
