I used to have some software that submitted web sites to search engines....but, the license has expired and the company is no longer around.
Had anyone used a tool/software that they can recommend ?

It depends on how important web position is to you. If you simply want to be submitted, you can go to google.com, yahoo.com, msn.com, and so on and ask them to index you.
If you want to use software to make that effort easier, there are dozens of inexpensive products you can find. I don't know them off-hand.
A little more on the premium side would be the Microsoft bCentral service, they charge $79 per URL.
The best product on the market, in my opinion, is Web Position Gold. It has more bells and whistles with reports, branding, etc. You can spend a nice chunk of change on this tool ($500 +/-) and you need to spend some hours with it as well.
Alternatively, you could hire a consultant to help you produce better keywords and to optimize your site for you. I offer this service at varying prices as do many other web designers. This takes the burden off of your shoulders for guessing at how search engines actually work. Prices for most consultants range from monthly fees to larger one-time fees.
bCentral is an affordable alternative if you are only submitting one site.
Keep in mind that great search engine position can be difficult to achieve. It takes more than a submission tool to get results.

Look into Top-Pile (http://www.top-pile.com/)
Their website is kind of slow.... But they provide good service and give good results.
