Script for website submission

Does anyone know where I can obtain a free script for creating my own website submission software? (A script where I can manually add the search engines of my choosing). Or is there such a script?

Actually, what I was searching for is a way to write my own submission program; one like Hello Engines, one that I would have control over which search engines get submitted to. In essence, as if I had written the Hello Engines program myself, code and all.
