Using flash in web sites

I've not used any flash before but some of the templates I load into my browser make a gold bar appear asking to install active x or something similar will this happen with all flash & how will i know what will cause this to happen?

The Internet Explorer Information Bar will pop up when testing or opening Web pages running active X or other scripts on your local machine. It’s a security setting that activates this warning. When the bar pops up click on the “Click here for options” for a full explanation.
This will not happen when the page is downloaded from a server, just when you are testing locally.

Thanks for the reply just what i wanted to know, also think i remember noticing in IE7 it has something called flash blocker is this related to flash graphics in web pages?
