Help needed.

Ive been desinging sites for a while now but I wonder if someone can help me. Most of the sites I create dont require any updating by the clients however I would like to add some sort of functionality for them to be able to update/add latest news stories?

Can anyone tell me how to go about this? what would be the best way ie php, cgi etc?

I really dont have a clue with the technical side of things and would even like to explore the possibilites of paying someone to build this type of system I could implement into every site I build etc.

Would appreciate soome suggestions of where to start.

Existing sites:

Teach the client to edit the html
Use an online cms like CushyCMS (http://www.cushycms.com/)
Build a RTE into the site to edit existing pages

Future sites:

Use a cms, plenty to chose from OpenSourceCMS (http://www.opensourcecms.com/)
