I decided to "take" the graphics and the layout structure from one of my friend's websites. The thing is though, he didn't make the graphics or wrote the layout; Google offered it to him as a free template when he signed up with their webpage package or whatever. NOW, is it unethical to use those graphics even though Google lets anyone use that template if they sign up with them? Are those graphics considered "public domain?"

You would need to check what the site says where your friend got them from. They are not likely to be public domain although they may be free to use under certain conditions.

My general rule is - if you have to ask if it's ethical, it probably isn't.

You can always let the owners know that their layout has been used as an inspiration behind your design. If they ask you to take it down, then its definitely unethical.
