Some things for you to do:
1. Add a doctype (http://webdevfaqs.com/html.php#doctype).
2. Validate your HTML (http://validator.w3.org/check?uri=http%3A//www.angelfire.com/dragon/dbseries/Layout2/freelayout1.html) and fix the errors.
3. Validate your CSS (http://jigsaw.w3.org/css-validator/validator?uri=http%3A//www.angelfire.com/dragon/dbseries/Layout2/freelayout1.html) and fix the errors.
Once you have valid code, you can sort out the layout.

So? Obviously the site is hosting invalid code. IE is such a buggy browser that it is hard enough to get valid sites to work, let alone those with non-standard code.
