Free software:

http://www.getpaint.net/
http://www.blender.org/download/get-blender/
http://www.inkscape.org/download/

Batch graphics editor links (http://www.google.com/search?q=Batch+graphics+editor&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-US:official&client=firefox-a).

Batch Image Processor 1.11 (http://www.freedownloadscenter.com/Multimedia_and_Graphics/Graphics_Editors/Batch_Image_Processor.html)

Maybe something you can use HERE (http://www.vicman.net/).

You're welcome. Post back if you don't come up with something that works for you. Might be able to track down more for you. Since you are doing a lot of images all to the same size, I figured you might want to use a batch-type editor.

A year ago I had about 5000 photos to resize. I used the GD module in PHP to automate the process. If you don't already know PHP, try those other suggestions first.
