Try using
Homesite (macromedia)
its the built in editor in DreamWeaverMX(I am pretty sure)

All you have to do is put a copyright notice on the site. Your images are saved on your computer and have a creation dateright in the file.

Do you want a WYSIWYG editor? If not the best for MAC is BBEdit. If you want a WYSIWYG Dreamweaver is it. I think, but I am not sure, that homesite is for windoze only and similar to BBEdit.
