Could someone please tell me how to create a pop-up. So that every time a person vists my homepage a pop-up comes up. Thanks

This is a really bad idea, because it is annoying to users, may well not work (if they have JS disabled or a popup blocker) and may violate accessibility laws, but if you insist on doing it anyway:
