help for a newb

i will frequently be posting for help with html as i am just learning html
heres my first queston
how would i write a function that takes 2 parameters for the
numbers of rows and columns
Use these two parameters to generate an HTML table with
the specified number of rows and columns

This smells like homework but HTML doesn't have any functions. What exactly are you up to. Id est, Why are you asking this?
