How to Create Tabbed Menu like PulsePush

Hi All,
I have recently visited an ebay Auction Site PulsePush (http://pulsepush.com) and amazed by the Floating Tabbed Menu.

Any idea how they have done this?Is it flash or normal DHTML?

Any suggestion will be great.

What menu are you referring to? There is no "floating menu" rendered in Fx3. The one I see is static.
