You need to know some server side programming languages such as
JSP,PHP etc
You will need to know SQL to interact with some sort of database(MySQL?)

And allots of time on hand..:-)

Tough call,
you can search the google for forum scripts,
however,its too big of a project to be just floating around for free(and it could be pretty complicated, and would require a great deal of customisation)
