We have several 200+ page legal documents that require posting. What's the most effective application to use that will allow us to convert these with formatting intact to both HTML and PDF?

Presuming that they in some kind of electronic format...
The only right way to do this is by hand. If you want to break it up you could write a little script, in whatever language you know and have available, to drop the text segments inside your template. But a human being is going to have to pick out the various heading levels, the paragraphs, the levels of emphasis and the citations.

MS Word / Open Office will both allow save as PDF and HTML, which at least would preserve formatting....
