My guess would be Flash

rasterized vector graphic. you may use any application capable of drawing in vector format. there are so many: adobe illustrator, adobe flash, inkscape, adobe freehand, and many more. don't be fooled, there are graphic editor that use vector but with raster format as is the case of photoshop.
