Chat ASP or Java

i want to create a chat for my friend via website...
and i want an advice about the programming language..
General Info :
amout of users are 200-100 ppl..
server costs in general..
no SQL..
and Updates/stability..

no sql? so you want to run a chat without any database what so ever?

well, you have posted this in the wrong section i think, i cant really help you out with this because i would use a MySQL database working with a PHP/Ajax chat to make it run smoothly:)
