I have Flash CS3 with Actionscript 1.0 and Actionscript 2.0 installed only.

can I get a Actionscript 3.0 plug in for free?

Sounds like an install error. If it doesn't fix itself during a reinstall call Adobe to return the defective disc and get one that works.
