How do I make an email newsletter? Please help.

I would like to make an email newsletter but I'm not sure how to do it. Can I use Dreamweaver? If so what do I save it as and how do I bring it into the email program?

Any help would be appreciated.

Thanks this was kinda helpful but it didnt go indepth enough.

i'm confused about how to prepare the html file in dreamweaver and how to attach the html and graphics to the newsletter before sending it.

Could someone maybe clarify this?
