Event listener?

I have 2 buttons (named: cbtn & bibtn) & on rollover, text appears within the button. I need to create some sort of coding, so once BOTH buttons have been rolled over, then an additional area of text shows up towards the bottom of the screen, underneath them.
I'm assuming I need some sort of event listener or boolean code, but I'm not quite sure.
