Is it necessary to put these up on sites which don't require or ask for any user information or collect any information? i.e., static sites?

Your legal requirement to users is generally dependant on their level of interaction with you, but associated company liability is also a factor. For example a static site could say "free burgers at McDonalds" but if this was actually a McD production they would need to add their own terms.

Privacy Policies are generally OK to be omitted as long as you don't take any data, though your site will receive the user's IP address and user-agent so if that's an issue you may need to disclaim that you will not store them. Terms of Use are usually to give users a guideline as to what they may or may not do with the site - if you're not providing a way for them to post content or even register then they're unlikely to be needed.
