Layers Load Order

Hi, I'm trying to get this straight.

Can you have hidden layers that don't effect the download speed of the site?

Basically I want to have the layers only load when requested.

I've attached a pic of the site I'm trying to do this on. The black space in the upper right corner is where I want all my menu links to open in.

I guess it would be like using frames, when you click on a link in one frame it opens the page in the other frame.

So is there a way to do it without using frames?

Another ? is are layers or frame advisable to use? I've heard so many different opinions.
