parsing qiestion

I read thru different articles about parsing. It says parsing compares data against an XML schema. How does it do that ?

I have following example

>> parse {123,456*789;012} "*"

Is parse an internal command of windows or unix ?
Do I execute this command at the cmd prompt ?
If its not an internal command of windows, how to use it ?
Do I need any software to execute parsing ?
How can I obtain this parsing software ?

Pls explain the basics. These things are not explained anywhere.
