hi, let's say I have a free email account at whatever.com and i would like to make a page on my own site where i enter my login name and my password and after, i click submit, i would be directed to that page to check my email...is that possible? - nam

That's going to probably depend on how the email service works, and if there is a way to pass the username/password to it.

Like Pyro said depends on your email service... several people have already done this type of project and released in under the gpl here is just one:

You can also search @ http://www.sourceforge.net. There are multiple ones. I've even seen one that rivals Exchange server's web interface, however I don't remember the name of it off hand sorry.
