These types of graphics ("vector" graphics-- shapes and colours, as opposed to "bitmaps"-- photographs) are the specialty of Adobe Illustrator-- I'm not much of a graphic developer, but look into Illustrator's blend tools.

I created a similar effect in an Illustrator tutorial (I don't use Illustrator btw, just did a few tutorials once) by drawing wavy lines that intersect and blending them-- creating a cool ribbon-like effect. Apart from that, the image just uses various gradients and opacities.

Looks pretty simple with just some shapes with gradient fills and/or feathering.

you can get custom brushes to do exactly that using photoshop.

or you can learn to make you own.

to make that image above, you start with a background that goes though a gradient of the same color, ad a new layer with a brighter hue of the color (green in this instance) use your select tool and make some 'organic' shapes, fill it in, then filter > blur >Gaussian blur by 2px, and change that layer opacity to say 85%, and repeat as needed.

You could use Photoshop, but it might be easier to take a vector-based approach in Illustrator if you have it. You can make it by hand if you use fading brushes and erase the parts of the stroke you don't want to show.
