Stylish scrolling divs.

I would like to have a div that scrolls but without a scrollbar.
By that I mean a picture of an up arrow above a scrollable div and just below that is a picture of a down arrow.

Now i want to have it so that when i hover the mouse over the arrows the page slowly scrolls in the respective direction.

I have seen it before on but it is crowded in so much javascript that i cant isolate the code.

Can someone please help.

Yeah.. sorry, here is the place i have seen the code http://www.rockstargames.com/vicecity/ but you will have to click on the news link at the top to go to the right section you see the whole site is one massive java page!
