I was wondering if anyone would be able to direct me in the way of a host they have been using for a few years/months at least that would give me very stable hosting for an asp website and email accounts.

The reason I ask is currently I am using a hosting account through www.ourinternet.us and they are NOT in any way stable. We have email issues every week if not more. I've had the tech team resolve issues with the email just to have more the next week.

My client is getting more upset, and it isn't looking good for my reputation. I am REALLY wanting something stable, tested, and not going to give me a ton of problems every time I turn around.

Will someone please give me some advice? :)

Sorry, I don't know anything about US ISPs, but you generally get what you pay for.

Have you cheked GoDaddy? From what I've heard they might be worth looking at.

Alternatively, build a Linux mailserver and handle your own e-mail (and spam filtering)

History has shown us that Windows servers are anything but stable and they even provide you with several security flaws for free. You do get what you pay for as a rule, except in the case of windows servers.
Might be wise to move to a linux server... if you MUST use ASP .NET you can do that on any LAMPS server that has Mono installed.
