Hi

Both are equally important and best its like two sides of a coin.

If you are doing On-Page optimization and leaving the Off-Page part then it will not help to optimize your website ranking on Google and if you are leaving the On-Page part and doing only Off-Page then again it will not help.

I think both kinds of SEO are effective. And if you use them together the effectiveness of your work will increase.

Both are important on the website for which SEO is goin on...We can't compete without either both are significant and give back or supports each other.
