i can't get login field in digg.com from my pc but i get from my mobile Nokia N70.
anybody can help how can i solve this problem?

Email digg's support. They're pretty decent and will respond.

As for quality backlinks. Build a quality website with quality content then submit to the quality directories (not the spammy little ones). Places like dir.yahoo.com, dmoz.org, botw.org, etc...
